Concord City Council Adopts Amendments to Residential Tenant Protection Program

At its meeting on Tuesday, April 22, the Concord City Council adopted amendments to the City's Residential Tenant Protection Program (the "Ordinance"), following its initial introduction on March 25, 2025.

Key Changes to the Ordinance Include:

Annual Rent Increase Cap for Multifamily Complexes Built Before February 1995

The allowable annual rent increase is set at 5%. This replaces the prior cap of 3% or 60% of the Consumer Price Index (CPI), whichever was lower.

Just Cause for Eviction Rules for Single-Family Homes and Condominiums

The updated Ordinance modifies the application of just cause for eviction regulations as follows:

  • Applies to landlords who rent out three or more single-family homes or condominiums in Concord.
  • Exempts landlords with two or fewer rented single-family homes and condominiums in Concord from just cause eviction regulations.
  • All rental properties, regardless of size or type, are still required to participate in the City's Rent Registry Program.

The amended Ordinance will go into effect 30 days after adoption, on May 22, 2025.
