West Seneca Resident Arrested for Possessing and Promoting Child ...

On October 8, 2024, the Bureau of Criminal Investigation (BCI) stationed at SP Clarence arrested 34-year-old Richard I. Kelly, of West Seneca, NY.

Kelly was charged with Promoting a Sexual Performance by a Child (D Felony), Possessing a Sexual Performance by a Child (E Felony), and Acting in a Manner Injurious to a Child (A Misdemeanor).

The investigation was conducted by SP Clarence BCI and the Troop 'A' Computer Crimes Unit, in collaboration with the NY State Internet Crimes Against Children (ICAC) Task Force.

Kelly was arraigned in the Town of West Seneca Court.

The mission of the ICAC Task Force is to identify individuals online who are attempting to lure children to meet for sex and/or those disseminating child sexual abuse material. The Internet Crimes Against Children Task Force Program (ICAC program) helps state and local law enforcement agencies develop an effective response to technology-facilitated child sexual exploitation and Internet crimes against children.
