"The Appropriations Committee's proposal may seem like a clean extension of existing surface transportation programs, but it quietly ends key funding sources dedicated to expanding affordable, reliable transportation options. Those investments have helped communities modernize transit systems, build rail projects, deploy electric buses, expand electric vehicle charging, reconnect neighborhoods divided by past decisions, and maintain the infrastructure that millions of people rely on every day.

"States, transit agencies, and local communities are already suffering from instability caused by the White House's politically motivated grant cancellations and delays. The cuts codified in this bill would further reduce their ability to plan and build long-term.

"This also sets a troubling precedent as Congress separately begins negotiating the next surface transportation reauthorization. Lawmakers should not treat these investments as a one-time exception when transportation system issues persist. Instead, they should pass a clean extension that honors the funding Congress already committed and preserve the certainty communities need while negotiations continue.
