Notice of Public Hearing - Draft 2027 Regional Transportation Improvement Program and Air Quality Conformity Analysis

SANDAG will hold a public hearing on September 18, 2026, to receive testimony on the draft 2027 Regional Transportation Improvement Program (RTIP), including its draft Air Quality Conformity Analysis and the 2025 Regional Transportation Plan (2025 Regional Plan) conformity redetermination.

The draft 2027 RTIP is a multi-year program of proposed major highway, arterial, transit, and non-motorized transportation projects being developed in the San Diego region from FY 2026/27 to FY 2030/31.

This public hearing also will serve to satisfy the public participation process pertaining to the development of the Program of Projects for the Federal Transit Administration Section 5307 Urbanized Area Formula Program and FTA Section 5339 Bus and Bus Facilities Formula Program, including the provision for public notice and the time established for public review and comment. A complete list of the Program of Projects is included in Chapter 3 of the draft 2027 RTIP.

The draft Conformity Analysis for the 2027 RTIP and draft conformity redetermination for the 2025 Regional Plan were released for a 30-day review and comment period on July 31, 2026. The deadline for comments is August 31, 2026.

The public hearing for the draft 2027 RTIP will be held at the SANDAG Transportation Committee meeting beginning at 9 a.m. on Friday, September 18, 2026.
