Personal Care Products Council Urges USTR to Prioritize American Cosmetics Manufacturers in the U.S.-China Board of Trade

Washington, D.C. - "Cosmetics and personal care products should be among the first sectors addressed by the U.S.-China Board of Trade. PCPC views the U.S.-China Board of Trade as a significant opportunity to advance the industry. This high-performing manufacturing sector supports more than 2.6 million U.S. jobs, drives nearly $500 billion in economic activity in the U.S., and delivers trusted, innovative products to consumers worldwide. Yet trade barriers continue to restrict market access, raise costs, and put companies in the U.S. at a disadvantage.

"In 2025, the U.S. industry exported $15.8 billion globally but captured just $1.1 billion of China's beauty market, while exports from the European Union, Japan, and Korea significantly outpaced U.S. exports. U.S. exports are losing ground because trade barriers continue to limit access to one of the world's largest consumer markets. The Board of Trade can deliver concrete wins for U.S. manufacturers, consumers, and workers by making this sector an early priority.

"We urge the U.S. Trade Representative (USTR) to use the Board of Trade to secure reciprocal market access, eliminate discriminatory regulatory requirements, reduce unnecessary compliance burdens, and address trade barriers that weaken U.S. competitiveness. Eliminating China's most burdensome cosmetics trade barriers could increase U.S. exports to China by up to 27%. Removing these obstacles would expand exports, strengthen domestic manufacturing, and support jobs in America."
