PPB was monitoring the protest during the evening and observed some protest participants engaging in fights.
At about 8:09 p.m., PPB Dialogue Officers (DLOs) observed two men fighting near the ICE building driveway. The DLOs called in additional resources and officers were responding when the fight ended following one participant being knocked to the ground. He did not lose consciousness and never requested medical help. Both involved were detained by federal law enforcement and were later released. Neither party indicated they wanted to make a police report.
PPB continued to monitor the situation and responded after seeing additional fights break out. At about 11:16 p.m., RRT moved in and arrested three people were arrested and all booked into the Multnomah County Detention Center (MCDC) on charges of Disorderly Conduct in the Second Degree:
Angela Davis, 49, of Vernonia, Oregon
Nicholas Sortor, 27, of Washington, DC
Son Mi Yi, 43, of Portland
PPB will continue to monitor protest activity. While PPB's role is public safety and supporting constitutionally protected activity, part of our role is to address criminal acts. Officers may be seen in a larger group to make targeted arrests for specific crimes committed. PPB members may also investigate crimes and conduct follow-up investigations into criminal activity later and will forward cases to the Multnomah County District Attorney for prosecution when feasible. As a reminder, just because arrests are not made at the scene, when tensions are high, that does not mean that people are not being charged with crimes later.

PPB Continues Monitoring Protests Near ICE, Arrests Made
The Portland Police Bureau continues monitoring protesting near the ICE facility in South Portland, and have made arrests this evening. An Incident Command Team has been activated. The team managed numerous resources that included Dialogue Liaison Officers, Rapid Response Team, and Sound Truck. Dialogue Liaison Officers, wearing white uniform shirts, act as liaisons to demonstrators, and their role is not enforcement.
PPB does not engage in immigration enforcement as outlined in PPB Directive 810.10, but is still responsible for maintaining public safety and enforcing state laws. Chief Bob Day's letter to the community and FAQ regarding immigration can be found here.
