Clean Water State Revolving Fund (CWSRF) & Drinking Water State Revolving Fund (DWSRF) Draft Intended Use Plans for Federal Fiscal Year 2026

The New York State Environmental Facilities Corporation (EFC), the Department of Health (DOH), and the New York State Department of Environmental Conservation (NYS DEC) are pleased to announce the availability of the Draft Federal Fiscal Year (FFY) 2026 Intended Use Plans (IUP) for the CWSRF and DWSRF. The CWSRF and DWSRF programs are available to municipalities in New York State to finance water quality and drinking water related projects.

The Draft IUPs include lists of projects that could receive funding in FFY 2026, or the "IUP Period", which is from October 1, 2025, to September 30, 2026.

EFC anticipates the CWSRF will be able to provide approximately $1.6 billion in interest-free or low-interest rate financing and grant for clean water project costs during FFY 2026.

DOH anticipates the DWSRF will be able to provide approximately $857 million in interest-free or low-interest rate financing and grant for drinking water project costs during FFY 2026.

INTENDED USE PLANS & PROJECT LISTING:

EFC announced the availability of funds and solicited the listing of new projects for the Draft 2026 IUPs in the State Register Notice and the Environmental Notice Bulletin on March 26, 2025. New projects and project updates were accepted through May 30, 2025. Projects for which a listing was not received by May 30, 2025, are not included in the Draft IUPs and will not be included in the Final 2026 IUPs.

WEBINAR:

EFC and DOH will host a webinar to review the Draft 2026 CWSRF and DWSRF IUPs. This event will present an overview of the 2026 CWSRF and DWSRF IUPs, as well as provide an opportunity to answer participant questions. A notice about the webinar will be emailed to interested parties. Registration information for this webinar will be posted on EFC's website at https://www.efc.ny.gov.

DUE DATE FOR COMMENTS:

Written comments on the Draft IUPs must be submitted by 5:00 p.m. Friday, September 12, 2025.
