Negative Declaration
Chenango County - The New York State Energy Research and Development (NYSERDA), as lead agency, has determined that the proposed Town of Huron County Route 7 Solar LLC will not have a significant adverse environmental impact. The action involves the installation of a 5.0 MW photo-voltaic array and associated access, grading, drainage, and utility improvements on a portion of the 100.63 acre parcel. The overall array system will encompass a +\- 3.0 MW "southern array" and a +\- 2.0 MW "northern array", both utilizing the same interconnection equipment. The vehicular access is located to the north and south to each of the proposed array areas, connecting from County Route 7. The access roads will be 20 foot wide and will consist of gravel. The point of interconnection is located to the south, northwest of the southern access road at NYSEG pole 243, connecting to the existing 34.5 kV lines. The proposed PV panels will be 9 foot in height at full tilt with standing dimensions of 2278 by 1134 by 35 mm with a single axis racking system. The total area of disturbance is approximately 28.5 acres located to the northwest and southern arrays. The duration of the land lease will be 25 years. A 7 foot tall chain link fence will be installed around the perimeter of the proposed arrays, consisting of 26.39 acres and 6,857 linear foot. The proposed ground cover within the array area will consist of meadow-type vegetation to be reseeded with native pollinator mix. There is no proposed landscape screening for this site.. The project is located at 662 County Route 7 in the Town of McDonough, New York.
