Pasadena Rental Housing Board Seeks Applicants for Tenant Member Vacancy Representing Council District 4

PASADENA, Calif - The Pasadena City Council is accepting applications to fill an unscheduled vacancy in one Tenant Member seat on the Pasadena Rental Housing Board (PRHB) representing City Council District 4 following the resignation of board member Barbara Pitts.

The PRHB was established under Section 1811 of the Pasadena City Charter and is responsible for enforcing Article XVIII, the Pasadena Fair and Equitable Housing Charter Amendment. The PRHB includes eleven members: seven Tenant Members, four At-Large Members, and two alternates, one Tenant Alternate and one At-Large Alternate.

The selected applicant will serve the remainder of the term, which ends on May 24, 2027.

Tenant Member Eligibility

Under City Charter Section 1811(k), Tenant Members are appointed by the City Councilmember representing the vacant district seat on the PRHB. Applicants seeking appointment as the Tenant Member representing Council District 4 must reside in Council District 4 and be a tenant.

In addition, Tenant Members and members of their extended families must not have owned, managed, or held a five percent or greater ownership interest in rental units located in Los Angeles County during the three years prior to applying.

Board Responsibilities

The duties of the PRHB include:

  • Adopting rules and regulations to implement Article XVIII of the City Charter
  • Establishing allowable rent increases and determining the Annual General Adjustment
  • Appointing hearing officers and conducting hearings on rent adjustment petitions
  • Establishing the Board's budget
  • Pursuing civil remedies for violations of Article XVIII
  • Holding public hearings
  • Establishing penalties for violations
  • Establishing and maintaining Pasadena's rental registry

Pasadena residents interested in serving on the PRHB are encouraged to apply. To be considered, applicants must:

  • Submit a completed application to the Office of the City Clerk
  • Gather at least 25 signatures from residents in the applicant's Pasadena Council District as part of the nomination petition
  • Submit a declaration of financial interests for themselves and their extended family members, which will become a public record
