Public Comment Period Now Open for Revised FY 2027 HACP Moving to Work Homeownership Plan

The Housing Authority of the City of Pittsburgh (HACP) is a participant in the federal Moving to Work (MTW) Demonstration Program. The HACP MTW Homeownership Program is a U.S. Department of Housing and Urban Development (HUD) approved MTW activity and is contained in the MTW Annual Plan appendices.

HACP is updating its MTW Homeownership Plan. Revisions include the FY 2027 MTW Homeownership Plan expand and clarify HACP's Homeownership Program. Key changes include increasing the employment requirement from 12 months to 24 months, strengthening homeownership preparation and partnerships, clarifying eligibility, application and waiting-list procedures, establishing processes for scattered-site homeownership opportunities, and enhancing financial assistance, home warranty coverage, education, and other supports intended to promote sustainable homeownership.

The MTW Homeownership Plan will be available for review from Sunday, Aug. 23, 2026, to Tuesday, Sept. 22, 2026, on the HACP website: www.hacp.org. Once approved, the final FY 2027 MTW Homeownership Plan will be effective on the first day of the fiscal year, Jan. 1, 2027, or after the HACP receives approval from the U.S. Department of Housing and Urban Development (HUD) Moving to Work Office, whichever occurs later.
