Mono County Behavioral Health Releases FY 26-29 Behavioral Health Services Act Integrated Plan for Public Comment

On May 4, 2026, Mono County Behavioral Health (MCBH) posted its FY 2026-2029 Behavioral Health Services Act (BHSA) Integrated Plan for a 30-day public comment period. This Integrated Plan contains information about MCBH's planned programs and operations for the next three years, specifically focusing on funding received through the BHSA.

The BHSA revises the Mental Health Services Act (MHSA), which was originally passed by voters in 2004. The shift from MHSA to BHSA began in March of 2024, when California voters narrowly passed Proposition 1. This new law includes two parts: the Behavioral Health Services Act (BHSA) and a $6.4 billion Behavioral Health Bond for community infrastructure and housing with services. The BHSA places a one percent tax on millionaires in California and funds programs across three components: Full Service Partnerships (FSP), Behavioral Health Services and Supports (BHSS), and Housing Interventions (HI). Through these categories, MCBH aims to meet needs that are identified as part of our Community Program Planning Process, which is an extensive feedback process that includes clients, program participants, community stakeholders, and more.

The transition from MHSA to BHSA will not introduce additional funding, but it does bring new requirements, modifies how counties' allocations may be used, and redistributes funds across new BHSA components and revised service categories. One new requirement of BHSA is the Integrated Plan. Interested parties may learn more about the BHSA and access the plan at https://monocounty.ca.gov/behavioral-health/BHSA.

The public comment period for MCBH's FY 2026-2029 BHSA Integrated Plan will be open from May 4, 2026 until June 7, 2026.
