Charlotte County is providing public notice of its intent to apply for funding under the Community Development Block Grant - Disaster Recovery (CDBG-DR) program administered by FloridaCommerce. This funding opportunity supports long-term recovery and mitigation through matching funds for eligible Hazard Mitigation Grant Program (HMGP) projects related to Hurricane Ian. A total of $82 million is available statewide for HMGP match assistance. HMGP pays 75% of each project's eligible cost, leaving a 25% local share, for which Charlotte County is seeking CDBG-DR funding if awarded by FDEM HMGP. Charlotte County welcomes public comment on the proposed projects during the designated comment period to help ensure transparency and community input in the development of these applications.

Charlotte County anticipates requesting up to $30,000,000.00 in CDBG-DR funding to provide the required local match for eligible Hurricane Ian HMGP projects. The final funding amount will depend on HMGP awards issued by FDEM and may increase or decrease accordingly. Each project total includes a 5% administrative cost allocation to support grant compliance, financial management, and reporting.

Proposed HMGP Match Projects

Bissett Park Community Center Saferoom (New Build) - $29,602,353
This project will construct a new community saferoom at Bissett Park to provide hardened shelter space for residents during hurricanes and other severe weather events. The facility will be designed to FEMA P-361 and ICC-500 standards, ensuring life safety, wind resistance, and post-disaster functionality. (CDBG-DR Match Request: $7,674,684 / HMGP Share: $21,927,669)

Port Charlotte Beach Park Floating Breakwater and Pier Stabilization / Living Shoreline - $1,367,238
This project will install a floating breakwater system and shoreline stabilization improvements at Port Charlotte Beach Park to reduce erosion, protect recreational assets, and enhance coastal resilience. The improvements will mitigate storm impacts and reduce sediment transport into navigation channels. (CDBG-DR Match Request: $354,469 / HMGP Share: $1,012,769)

South County Recreation Center Generator - $308,003
This project will install a backup generator at the South County Recreation Center, which serves as a community shelter and Disaster Recovery Center. Reliable emergency power will ensure continuity of critical operations and resident safety during and after storm events. (CDBG-DR Match Request: $79,427 / HMGP Share: $228,578)

West County Annex Generator - $246,214
This project will install a generator at the West County Annex in Englewood, ensuring continued operation of essential public services such as elections, health services, and community assistance following a disaster. (CDBG-DR Match Request: $63,278 / HMGP Share: $182,937)


Bob Pryor Health Clinic Generator - $199,648
This project will install an emergency generator at the Bob Pryor Health Clinic to maintain essential health and social services, including vaccine storage and aging services, during and after storm events. (CDBG-DR Match Request: $51,983 / HMGP Share: $147,666)

Charlotte County Health Department (1100 Loveland) - $374,114
This project will install a generator to maintain power at the Health Department facility, which provides medical services, vaccine storage, and serves as a secondary Emergency Operations Center during disasters. (CDBG-DR Match Request: $96,622 / HMGP Share: $277,492)

Public Safety Saferoom (Public Safety Complex) - $22,619,594
This project will construct a hardened Public Safety Office to ensure continuity of emergency response operations and sheltering for personnel during hurricanes. The facility will provide resilient space for Fire/EMS, Emergency Management, and mutual aid coordination. (CDBG-DR Match Request: $5,864,339 / HMGP Share: $16,755,255)

Public Works Saferoom (17517 Seymour Ave.) - $19,555,014
This project will construct a resilient Public Works Saferoom to allow essential crews to stage and deploy for post-storm recovery and debris operations. The facility will ensure uninterrupted emergency response and infrastructure restoration. (CDBG-DR Match Request: $5,069,077 / HMGP Share: $14,485,936)

Utilities Saferoom (3100 Loveland) - $19,555,014
This project will construct a hardened Utilities Administration Saferoom to house staff responsible for maintaining water and wastewater service continuity during and after disasters. (CDBG-DR Match Request: $5,069,077 / HMGP Share: $14,485,936)

Burnt Store Plant Saferoom and Generator - $2,454,242
This project will build a hardened control building and install a generator at the Burnt Store Water and Wastewater Plant to protect SCADA and treatment systems, ensuring uninterrupted utility operations during storm events. (CDBG-DR Match Request: $636,406 / HMGP Share: $1,817,836)

Fire Station 4 Generator - $223,233
This project will replace the inoperable generator at Fire Station 4 to maintain emergency response capabilities during power outages. Reliable backup power is essential to support fire, rescue, and marine operations that protect residents during disasters. (CDBG-DR Match Request: $57,506 / HMGP Share: $165,727)

Traffic Signal Mast Arm Hardening - Multiple Intersections - $7,546,418
This project will upgrade vulnerable wire-span traffic signals across key intersections to mast-arm systems capable of withstanding high winds and flying debris. The improvements will enhance public safety, maintain traffic flow during evacuations, and support emergency response operations during severe storm events. (CDBG-DR Match Request: $1,956,106 / HMGP Share: $5,590,312)

Public Works Casa Yard Generator - $149,349
This project will install a generator at the Casa Yard facility, which serves as a primary staging site for post-disaster debris removal and infrastructure restoration. Reliable power will enable rapid mobilization of Public Works crews and equipment during recovery operations. (CDBG-DR Match Request: $38,350 / HMGP Share: $110,999)

Public Works Sinatra Yard Generator - $133,831
This project will install a generator at the Sinatra Yard facility to support field operations and emergency response. The site serves as a key staging area for equipment deployment following hurricanes and flooding events. (CDBG-DR Match Request: $34,689 / HMGP Share: $99,141)

Leachate Plant Generator Project - $509,079
This project will install a permanent generator at the Charlotte County Landfill's Leachate Treatment Plant to ensure continuous operation during and after disasters. The system prevents overflow and contamination by maintaining the required treatment levels under DEP permit conditions, protecting surrounding soil and groundwater from hazardous releases. (CDBG-DR Match Request: $131,983 / HMGP Share: $377,095)

Burnt Store Plant Lift Station Permanent Generators - $454,191
This project will install permanent generators at the Burnt Store Plant's lift stations to ensure uninterrupted pumping operations during power outages. Continuous operation will prevent wastewater overflows, protect environmental quality, and sustain service for 664 utility residents. (CDBG-DR Match Request: $117,013 / HMGP Share: $337,178)

Eastport Lift Station Permanent Generators - $1,347,444
This project will provide permanent generators for lift stations serving the Eastport Water Reclamation Facility, supporting continuous wastewater pumping for approximately 1,491 residents during power outages. The project will prevent sanitary sewer overflows and reduce environmental contamination risks during storm events. (CDBG-DR Match Request: $354,519 / HMGP Share: $992,925)

Rotonda Plant Lift Station Permanent Generators - $295,608
This project will install permanent generators for lift stations at the Rotonda Water Reclamation Facility to maintain pumping operations for 569 residents during power loss. The improvements will reduce the likelihood of system overflows and contamination during severe weather events. (CDBG-DR Match Request: $76,602 / HMGP Share: $219,006)
