The Defence Cyber Command, Ministry of Defence, Hosts Program on Secure Communication, Sovereign Ai, and Postquantum Cryptography

The Defence Cyber Command (DCC) of the Ministry of Defence successfully conducted a focused two hour awareness and technical session on 17 March 2026 for members of the Tri Services and Sri Lanka Police. The program introduced strategic initiatives on secure communication platforms, sovereign artificial intelligence, and preparedness for Post Quantum Cryptography (PQC).

The session aimed to present a comprehensive design and implementation roadmap for a secure, defence grade communication ecosystem. This included a WhatsApp-like secure mobile application and an on-premises server infrastructure, ensuring complete data sovereignty and operational security without reliance on external internet connectivity.

The Director of the Defence Cyber Command led the program, commencing with a strategic overview of Sri Lanka's transition towards Post-Quantum Cryptography. Clear guidelines were provided to enable Tri-Service and Police personnel to align with PQC ready frameworks and future migration requirements.

A key highlight of the session was the introduction of a sovereign Artificial Intelligence capability through an on premises Large Language Model (LLM). This system leverages Retrieval Augmented Generation (RAG) to securely train and utilise institutional data within isolated environments, eliminating the need for external data exposure while enhancing decision-making and knowledge management.

The program also included technical demonstrations showcasing the functionality of the secure communication platform and the deployment of the on premises AI system. These demonstrations were conducted by the Maj SMCR Senevirathne and the LCdr (IT) HASD Thisera.

An interactive discussion session followed, encouraging knowledge exchange and strategic dialogue among participants. The program concluded with closing remarks by the Director DCC.
This initiative underscores the commitment of the Defence Cyber Command, Ministry of Defence, to strengthening national cyber resilience through secure communications, sovereign AI capabilities, and proactive adoption of post-quantum security strategies.
