(HARTFORD, CT) - Governor Ned Lamont announced today that his administration is investing $20 million to establish a 100,000-square-foot flagship campus for the Hartford Innovation Center at State House Square in downtown Hartford. The funding comes from the Connecticut Innovation Clusters Program, which is administered by the Connecticut Department of Economic and Community Development (DECD).
This new public-facing, urban workforce campus will feature collaborative labs, classrooms, and project spaces. It will be a dynamic environment where residents, youth, startups, corporate partners, and higher-education researchers develop real-world solutions and accelerate responsible AI adoption across Connecticut industries. The center will help to chart the path forward for the essential insurance and healthcare sectors of Greater Hartford during a time of rapid technological change.
The center will support a diverse group of participants within Connecticut's innovation economy, consisting of:

"This investment will bring something truly transformative to Hartford: a space where our residents, students, businesses and innovators can learn, create, and solve real-world problems. The Hartford Innovation Center at State House Square will build on the talent already here in Hartford, giving residents, students, employers, and entrepreneurs a place to connect, collaborate, and create new opportunities in our city."
The project has attracted substantial multiyear financial commitments from leading employers and institutions, including Hartford HealthCare, The Hartford, Travelers, Nassau, Google, and QuantumCT, demonstrating strong statewide momentum behind the innovation cluster strategy. As the project develops, there will be opportunities for broader public and private participation.
The Hartford Innovation Center is a multi-tenant innovation, workforce training facility designed to bring together strategic partners to nurture and accelerate skill building and AI adoption to small business, and with key corporate partners across Connecticut's core industries in insurance, healthcare, financial services, advanced manufacturing, and government.
The center will benefit from the academic and industry leadership of the CAIA, representing 21 higher education institutions across the state dedicated to promoting responsible innovation, research, and workforce development. Fiscal oversight and operational stewardship will be provided by the Trustworthy AI Network (TWAIN), a 501(c)(3) nonprofit organization launching later this year.
The center was piloted last year and currently occupies 7,000 square feet at its interim location at 10 Constitution Plaza in Hartford. Its operating model is straightforward: each major floor is leased to an operator with a clear mission and business plan, ensuring predictable revenue, professional management, and a coherent user experience for employers, residents, and educators.
This $20 million state grant for the Hartford Innovation Center is the second award made under the program, which was established in May 2024. The first award was made in September 2025 when Governor Lamont announced a $50.5 million investment in downtown New Haven for public infrastructure and facilities to accelerate growth in quantum technologies and its application to sectors such as the life sciences.
"Connecticut is taking a leadership role nationally in readying our economy and workforce for the technological revolution underway as a result of AI and quantum," DECD Commissioner Daniel O'Keefe said. "This project is another great example of how we continue to make forward-looking investments in our people, our employers, and our shared future."
This award represents months of collaboration between the Lamont administration and the City of Hartford, the Capital Region Development Authority (CRDA), CAIA, and other corporate and higher education partners.
The Connecticut Innovation Clusters Program is a $100 million initiative to support the continued growth of critical sectors of the Connecticut economy, including biotechnology, financial technology, insurance technology, and advanced manufacturing in support of national defense. The program leverages private and public investment to support the application of next-generation technologies, such as artificial intelligence and quantum computing, to accelerate innovation in the state's high-growth industries.
