The base L&L assessment rate for Benefit Zone 3 was approved by property owners in 1997. Since then, increases have been limited to the annual Consumer Price Index (CPI), which is intended to keep up with inflation. However, CPI increases have not kept pace with the rising costs of water, electricity, sewer services, and essential maintenance like landscaping and tree care.
By law, L&L assessment rates cannot be increased beyond the CPI without direct approval from affected property owners.
Since 2009, Cosumnes CSD has made several attempts to raise the assessment to sustainable levels, but all efforts - except in three neighborhoods - have been unsuccessful. Despite aggressive cost-saving measures, funds are now critically low. Without voter-approved increases, service reductions will become unavoidable in many areas of Benefit Zone 3.
