Scott, Warren, Hill, Waters Release Updated Bill Text on Senate Consideration of the 21st Century ROAD to Housing Act

Washington, D.C. - As the Senate considers comprehensive housing affordability legislation, U.S. Senator Tim Scott (R-S.C.), Chairman of the Senate Banking, Housing, and Urban Affairs Committee; U.S. Senator Elizabeth Warren (D-Mass.), Ranking Member of the Committee; U.S. Representative French Hill (R-Ark.), Chairman of the House Financial Services Committee; and U.S. Representative Maxine Waters (D-Calif.), Ranking Member of the House Financial Services Committee, released updated bill text and a section-by-section for the 21st Century ROAD to Housing Act. The updated text reflects years of bipartisan, bicameral work across the four corners of the Senate Banking Committee and House Financial Services Committee, and incorporates priorities from the Senate, House, and White House into a unified package to address America's housing affordability crisis. The legislation focuses on the root cause of rising housing costs by cutting red tape, unlocking housing supply, lowering costs for families, protecting taxpayers, and preserving local control.

"2026 is the Year of Affordability, and the 21st Century ROAD to Housing Act gives Congress a chance to deliver a major win for families across the country," said Chairman Scott. "This bill is the result of years of work to lower costs, expand housing supply, cut red tape, protect taxpayers, and help more Americans achieve the dream of homeownership. For me, this is personal. I know what it means for a family to have a safe, affordable place to call home because I watched my mother work hard to make that dream a reality in North Charleston, South Carolina. Now it is time to move forward, get this bill across the finish line, and deliver real relief for the American people."
