Peru publishes its guide to investigating cybercrime

There is currently a rise in cybercrime, and this situation presents a constant challenge to the institutions responsible for security and criminal justice in the fight against digital crime.

Against this backdrop, the European Union's project on combating drugs and organised crime in Peru has organised a specialised workshop aimed at strengthening the capabilities of Peruvian security and justice officials in tackling cybercrime.

Throughout this week, police officers, prosecutors and judges are addressing the main challenges associated with investigating cybercrime, including the collection and preservation of digital evidence, computer forensics, the analysis of devices and systems, digital traceability and the judicial assessment of electronic evidence.

Furthermore, the workshop provides an opportunity to analyse different forms of cybercrime, including phishing and online scams, electronic financial fraud, identity theft and impersonation, unauthorised access to computer systems, and crimes committed via social media and digital platforms.

The workshop has combined theoretical sessions, during which participants have been able to analyse case studies, with practical exercises in which they have been able to strengthen their skills in the extraction, preservation and analysis of digital information, helping to transform data obtained from mobile devices into evidence that can be used in investigations into human trafficking, environmental crimes and the murders of indigenous leaders.

Dissemination and implementation of the guidance on investigating cybercrime

The guide to investigating cybercrime was published in January 2026, and this workshop has helped to promote its dissemination, institutional adoption and implementation.

This technical tool aims to facilitate coordinated action by the Peruvian National Police, the Public Prosecutor's Office and the Judiciary, by providing legal and technical-investigative guidelines for investigations relating to cybercrime.

The workshop has enabled participants to familiarise themselves with and apply the main procedures and methodological tools set out in the guide, thereby contributing to the response to digital crime.
