This week is the 36th National Energy Conservation Week and today, June 17, is National Low-Carbon Day. We are glad to see that energy-efficient and low-carbon lifestyles are increasingly taking root in households and becoming part of people's daily lives. In the first year of the 15th Five-Year Plan period, China will make continuous efforts to advance green transition in all respects of economic and social development. Guided by the goals of carbon peak and carbon neutrality, China will make concerted efforts to cut carbon emissions, reduce pollution, pursue green development, and boost economic growth. We will keep our door open to deepen the sharing of low-carbon technology and practical cooperation on eco-environment with all countries for jointly building a clean, beautiful and sustainable world.

CCTV: The Chinese government released a white paper on global governance this morning. What message does China hope to convey to the world?

Lin Jian: I believe you have noted that the State Council Information Office today released the white paper titled "More Just and Equitable Global Governance: China's Principles, Proposals and Actions." Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi attended the press conference on the release of the white paper, delivered remarks and answered questions from the press.

Foreign Minister Wang Yi stressed that President Xi Jinping put forward the Global Governance Initiative to call for joint efforts of all countries towards building a more just and equitable global governance system, contributing China's wisdom and solution to bridging global governance deficit and pointing the direction forward for humanity. This important initiative responds to countries' common need for improving global governance, enriches the practice of building a community with a shared future for humanity, and opens up a new vista of international political civilization. In a short period of time, the initiative has received welcome and support from nearly 160 countries and international organizations, and over 60 countries have joined the Group of Friends of Global Governance.

Over the past years, China, guided by Xi Jinping Thought on Diplomacy and inspired by the vision of a community with a shared future for humanity, has been leading by example in practicing true multilateralism and improving the global governance system through reform. It brings a uniquely Chinese approach to resolving hotspot issues. China is the second largest contributor to the UN peacekeeping budget and has sent more peacekeepers than any other permanent member of the UN Security Council. China is committed to openness, cooperation and common development. Under the framework of the Global Development Initiative, more than 1,800 cooperation projects have been launched and 80,000 training opportunities have been provided. Unilateral zero-tariff treatment has been expanded to cover all African nations and least developed countries having diplomatic ties with China. We support the Global South in seeking strength through unity, as reflected by our actions implementing the eight measures in support of Global South cooperation and efforts to promote the high-quality development of greater BRICS cooperation. When it comes to creating new platforms for global governance, China has initiated the establishment of the International Organization for Mediation and the World Data Organization, is stepping up preparations for the World AI Cooperation Organization, and will host the inaugural Xiong'an Global Governance Forum this autumn.

China stands ready to work with all parties to deliver on the Global Governance Initiative, uphold the central role of the UN, enable the Global South to play its pivotal role, address gaps and deficits in global governance, and strive to foster a more just and equitable global governance system.

People's Daily: The African Union convened the High-Level Meeting of African Heads of State and Government and Partners on the Ebola Disease Outbreak on June 16. Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Liu Guozhong attended the meeting via video link. Could you share more information on China's participation?

Lin Jian: On June 16, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Liu Guozhong attended and addressed the High-Level Meeting of African Heads of State and Government and Partners on the Ebola Disease Outbreak via video link. He pointed out that President Xi Jinping's important vision of a community with a shared future for humanity advocates building a global community of health for all, charting the course for international cooperation against the Ebola outbreak.

Vice Premier Liu Guozhong stressed that China and Africa have always been a community with a shared future. China has provided emergency humanitarian assistance to the Democratic Republic of the Congo (DRC) and the African Union, and sent medical expert teams to the DRC, with nearly a thousand Chinese medical professionals fighting the disease shoulder to shoulder with African people. China will implement the Partnership Action for Health under the framework of the Forum on China-Africa Cooperation, and provide assistance to the best of our capability in combating the outbreak. We call on the international community to strengthen solidarity and cooperation to help Africa defeat the outbreak at an early date.

Beijing Youth Daily: The U.S.-Israel-Iran conflict and the spillover have caused heavy civilian casualties and extensive damage to infrastructure in the Middle East. People's livelihoods are under heavy strain. China has already provided humanitarian aid to some countries in the region. Does China plan to offer more assistance?

Lin Jian: China is deeply saddened by the humanitarian disaster in the Middle East caused by the U.S.-Israel-Iran conflict and the spillover. In March this year, China has provided Iran and other countries with emergency humanitarian aid. In light of the real situations of relevant countries, China has recently decided to provide humanitarian aid to Iran and Lebanon as the latest step to help their people recover and rebuild and improve the economy and livelihoods there. As a good friend of Middle East countries and a responsible major country, China will continue to do what it can to provide support and assistance. China will also make further effort for peace talks, and continue playing a positive role for restoring peace and tranquility to the Middle East at an early date.

Shenzhen TV: China has removed the "structure" previously placed at Huangyan Dao reportedly under the pressure of the U.S. and the Philippines. Do you have any comment on that?

Lin Jian: Huangyan Dao has always been China's territory. China has indisputable sovereignty over Huangyan Dao and its adjacent waters. Since late May, the South China Sea Institute of Oceanology under the Chinese Academy of Sciences has conducted a comprehensive research covering the entire area surrounding Huangyan Dao. This scientific research helps deepen the understanding and forecast of the ecosystem of Huangyan Dao, and improve the development of ecological civilization in the South China Sea. The research has now been successfully completed. More details of the research can be found on the official website of the institute.

Let me stress that it is fully within China's sovereign rights to carry out activities including scientific research at Huangyan Dao, and no country has the right to interfere. China urges relevant countries to stop at once the spread of disinformation and unwarranted accusation against China, and stop making provocations and creating trouble at sea.

Global Times: It is reported that regarding the case in which Kodai Murata, a sitting officer of Japan's Self-Defense Forces, illegally entered the Chinese embassy in Japan with a knife, the Tokyo District Public Prosecutors Office has decided to prolong his detention period for psychiatric assessment to determine whether he is criminally responsible for his actions. What is your comment?

Lin Jian: Nearly three months have passed since Kodai Murata, a sitting officer of Japan's Self-Defense Forces, illegally broke into the Chinese Embassy in Japan armed with a knife. The Japanese side's investigation and handling of the case have been proceeding slowly, while vicious incidents threatening the security of Chinese diplomatic missions in Japan continue to occur. China deplores this and has lodged protests against the Japanese side on many occasions.

The incident again reveals multiple deep-seated issues in Japan: the worsening right-wing impact and the suppression of objective and rational voices, the toxicity of the Japanese government's erroneous policies on vital issues concerning China-Japan relations such as history and Taiwan, the serious lack of education on true history, the pervasive erroneous historical views, the ongoing push for a more offensive and expansionist defense policy and failure in supervising the SDF and maintaining discipline inside the forces. We notice that, for some time, many people with insight in Japan have asked the Japanese government to make an apology to China. Some have urged the government to reflect on itself and take corrective actions concerning the supervision of SDF, the education on history, and Japan's policy towards China so as to fundamentally address the issue and remove its breeding ground in the Japanese society. We once again urge the Japanese side to do serious soul-searching, correct its wrongdoings, conduct a thorough probe and take full responsibility for the incident.

AFP: There are reports that the U.S. Commerce Department has held off on adding numerous Chinese companies including DeepSeek and a major chip maker to its restrictive Entity List in order to avoid escalating tensions with China. I wonder if the Chinese foreign ministry would like to comment on this?

Lin Jian: We have noted relevant reports. China consistently opposes the U.S. overstretching the concept of national security, abusing its entity list and other export controls, and suppressing Chinese enterprises. The United States should stop politicizing, instrumentalizing and weaponizing trade and tech issues.
