NOTICE OF PERMIT EXTENSION FOR
WATER RIGHT LAS 13742
Pursuant to AS 46.15.133 and 11 AAC 93.080, notice is hereby given that Seemann Estate Preservation Trust, 2101 E. 66th Avenue, Anchorage, Alaska 99507-2103, applied for an extension of Permit to Appropriate Water for Water Right LAS 13742. The extension request proposes the following:
The withdrawal of up to 29,320 gallons/day from May 1st through September 30th each year for field irrigation and 675 gallons/day from May 1st through September 30th each year for livestock watering, from an unnamed stream (known locally as Annie Creek) flowing through the SW1/4SE1/4 of Section 13, Township 18 North, Range 2 East, Seward Meridian, and to be used within the following areas of appurtenance:
An area of land commencing at the section corner monument of Sections 14, 13, 23, and 24, Township 18 North, Range 2 East, Seward Meridian;
Thence S89° 56' E +/-2638.68' along the section line common to Sections 13 and 24 to the quarter corner monument common to Sections 13 and 24, according to the B.L.M. Rectangular Township Plat for T.18N, R.2E., dated May 1, 1916; this line being the BASIS OF BEARING for this description, this quarter corner being the TRUE POINT OF BEGINNING for this description;
thence +/-N00°01'W 1056.00 feet along the center quarter line of Section 13, to a point;
thence +/-N70°39'W +/-2797.60 feet along the line between Parcels #1 and #2 to the N-S 1/64 corner of Sections 14 and 13;
thence +-/N00°02'W +/-660.00 feet along the section line common to Sections 14 and 13 to the quarter corner monument of said sections;
thence +/-S89°56'E +/-5278.90 feet along the center quarter line of Section 13 to the quarter corner monument common to Section 13, T.18N, R.2E, and Section 18, T.18N, R.3N, S.M., Ak;
thence +/-South +/-2640.00 feet along the section line common to Sections 13 and 18 of Ranges 2 and 3 East, respectively, to the section corner monument of Sections 13 and 24, R.2E, and Sections 18 and 19, R.3E., T.18N.;
thence +/-89°56'W +/-2638.68 feet along the section line common to Sections 13 and 24 to the TRUE POINT OF BEGINNING;
and
the SW1/4SW1/4NW1/4, the S1/2SE1/4SW1/4NW1/4, the S1/2S1/2SE1/4NW1/4, SW1/4SW1/4SW1/4NE1/4, of Section 13, Township 18 North, Range 2 East, Seward Meridian, Palmer Recording District, Third Judicial District, State of Alaska.
Parcel One:
a) NE1/4NW1/4NE1/4 of Section 14, Township 18 North, Range 2 East, Seward Meridian, State of Alaska, consisting of approximately 10 acres, subject to any existing roadway or driveway easements, and;
b)NE1/4NW1/4NW1/4NE1/4 of Section 14, Township 18 North, Range 2 East, Seward Meridian, State of Alaska, consisting of approximately 2.5 acres, subject to any existing roadway or driveway easements;
Parcel Two:
The S1/2NE1/4, the NW1/4NE1/4, and the S1/2NE1/4NE1/4 of Section 14, Township 18 North, Range 2 East, Seward Meridian, Palmer Recording District, Third Judicial District, State of Alaska, EXCEPTING therefrom all of the real property described as Parcel One above, and further EXCEPTING that portion previously conveyed to the State of Alaska, Department of Transportation and Public Facilities by Deed recorded April 1, 1993, in Book 710 at Page 549, consisting of approximately 125.838 acres.
Storage of unused water will occur within naturally confined land depressions within Section 13 and 14 of said areas of appurtenance. No man-made dams, artificial barriers, embankments, or retaining walls will be allowed to assist in storage of unused water.
Per AS 46.15.133 (a), within 15 days of publication or service of notice, persons may file with the director written objections. Comments or objections must be made in writing to the above listed address or to [email protected] and [email protected] by 5:00 p.m. on October 20, 2026. Objection must include the objector's name and address, and any facts tending to show that the rights of the objector or the public interest would be adversely affected by the proposed appropriation.
