Syracuse Mayor Sharon F. Owens announced the launch of the Homeowner Renovation Program, a new initiative, administered through the Syracuse Housing Strategies Corporation (SHSC), designed to help residents invest in their homes, strengthen neighborhood stability, and expand access to safe, high-quality housing as part of the City's broader housing strategy efforts.
The program provides financial assistance to eligible homeowners completing interior and exterior improvements that enhance property value, functionality, and long-term livability. Participants may receive reimbursement for 40 to 60 percent of eligible project costs, with funding available up to $90,000.
Funding is structured as a conditional grant. Homeowners who remain in their homes for five to ten years will have their grant fully forgiven. Those who sell or relocate before that period will repay a prorated portion of the assistance. The application process includes an initial intake form, a home inspection to identify project scope and any health or safety needs, submission of contractor estimates and project details, and final reimbursement upon completion of work. The program is currently limited to residents in the Far Westside, Tipperary Hill, and Salt Springs neighborhoods.
Eligible projects include a variety of improvements, such as roofing and siding repairs, window and door replacements, landscaping, kitchen and bathroom renovations, energy efficient system upgrades and modifications to improve accessibility or functionality.
"This program is about supporting homeowners who are committed to investing in their homes and our neighborhoods," said Mayor Owens. "By helping residents improve their homes, we are strengthening our housing stock, building generational wealth, and creating more vibrant, resilient communities across our city."
SHSC will host two informational webinars as well as informational meetings and "office hour" pop-in sessions for residents to ask questions and plan their projects. Residents can attend the webinars by visiting syr.gov/hrp. The webinars will be recorded and made available online after the event for those who are unable to attend in person.
