City of Portland releases Adopted Budget book for Fiscal Year 2026-27

The City of Portland has published the full FY 2026-27 Adopted Budget Book, available in an interactive digital format for easy online reading and navigation. The release marks another major milestone in the City's continued commitment to transparency, strategic planning, and responsible financial stewardship.

In addition to the release of the full budget, the City Budget Office launched its interactive budget dashboard to complement the City summary. This user-friendly tool allows community members to explore expense and revenue details with ease.

The budget book is also available as two downloadable PDF volumes. A hard-copy will be made available at the Portland Building front desk for public and staff reference.

What's inside the FY 2026-27 Adopted Budget book:

The Adopted Budget book includes a message from the Mayor, reflecting on one of the City's most challenging budget years and the difficult decisions required to close a significant budget deficit while working to preserve core services. The budget book also includes:

  • Budget Overview - Provides a high-level look at the City budget, the budget process, and key budget decisions
  • Financial Summaries - Summarizes Citywide revenues, expenses, staffing, funds, capital spending, taxes, and debt
  • Organizational Summaries - Describes each service area, bureau, and program, including its purpose, budget, and performance information
  • Fund Summaries - Explains each City fund, its purpose, sources of funding, spending, and key financial trends
  • Capital Summaries - Details the City's capital projects, including project descriptions, costs, and related information by bureau and program
  • Appendix - Includes a glossary of budget terms and a list of acronyms used throughout the document

July Supplemental Budget

In July 2026, City Council adopted a supplemental budget that revised the FY 2026-27 Adopted Budget to address risks to City services. The supplemental budget is not reflected in the Adopted Budget book, since it was passed after adoption.
