Good afternoon, the Committee will come to order. Without objection, the Chair is authorized to declare a recess at any time.
Today, the Rules Committee is convening to consider two measures related to appropriations: H.R. 7147 and H.R. 7148.
These two measures, having been negotiated on a bipartisan and bicameral basis, encompass the titles of Defense; Homeland; Labor, Health and Human Services, Education; and Transportation, Housing and Urban Development.
With this final tranche of appropriations bills coming before the Committee, the House stands on the one-yard line - we're primed to complete consideration of full-year FY26 funding across all 12 bills.
As I have said previously, this entire process has been member-driven and deliberative.
The measures before us today bear the same hallmarks of the America First agenda, and the priorities of not only President Trump, but also those of the American people.
Both make important contributions to America's defense posture, our systems of infrastructure, research and innovation capabilities within health, and national security.
I do expect that we will have some very good conversations here at the Rules Committee today, and I look forward to the testimony that our witnesses will be sharing with us.
Regular order is being restored within the People's House, and it's something we should all take note of and celebrate.
