(Washington, DC) - On Tuesday, June 23, 2026, Congressman Al Green, a member of the House Financial Services Committee, announced final congressional passage of the landmark bipartisan housing bill, H.R. 6644, the 21st Century ROAD to Housing Act. The legislation, which includes several measures he sponsored and co-sponsored to expand housing opportunities, strengthen disaster recovery programs, support veteran homeownership, and improve transparency within the nation's financial system, has passed both the House and Senate and now heads to the President's desk, where it is expected to be signed into law.
Congressman Al Green stated, "Housing is a matter of economic justice. Communities deserve the resources to recover, families and veterans deserve a fair opportunity to achieve homeownership, and the public deserves accountability. I am pleased that these measures have been included in this bipartisan package, and I commend my colleagues on both sides of the aisle for advancing legislation that addresses these important priorities. H.R. 8291, the Reforming Disaster Recovery Act - Sponsored by Congressman Al Green, this provision would authorize and reform the Community Development Block Grant-Disaster Recovery (CDBG-DR) program for three years and provide flexible funding to help low- and moderate-income communities recover from major disasters.
H.R. 3716, the Systemic Risk Authority Transparency Act - Sponsored by Congressman Al Green, this provision would require reports from the Government Accountability Office and federal banking regulators when the systemic risk exception is invoked, providing Congress and the public with greater transparency and oversight following significant bank failures.
H.R. 2362, the VA Home Loan Awareness Act - Co-led by Congressman Al Green and Congresswoman Monica De La Cruz, this provision would require Fannie Mae and Freddie Mac to include a disclosure in the Uniform Residential Loan Application to ensure veterans are informed of home loan benefits available through the Department of Veterans Affairs.
H.R. 2840, the Housing Supply Frameworks Act - Sponsored by Congressman Mike Flood and co-sponsored by Congressman Al Green, this provision would direct HUD to develop and publish best practices for state and local zoning frameworks to help communities identify barriers to housing development and increase housing production.
