Mount Clemens, Mich. - Macomb County Prosecutor Peter J. Lucido announced that Robert Terrance Phillips-Brown, 24, of Detroit, has been arraigned on multiple felony charges stemming from an alleged shooting and hostage situation in Eastpointe, Michigan.
On August 16, 2026, Eastpointe Police responded to a reported shooting. It is alleged that Phillips-Brown fired several rounds at a 39-year-old woman, striking the leg of a 21-year-old man and a nearby vehicle.
It is further alleged that following the shooting, Brown entered the 39-year-old woman's residence and, while holding a handgun, threatened to kill her and her 7-year-old son. Officers subsequently evacuated the woman and her son from the residence, and Brown was arrested after being ordered to exit the home.
On Wednesday, August 19, 2026, Phillips-Brown was arraigned before Magistrate Mark J. Makoski of the 38th District Court in Eastpointe, Michigan. Phillips-Brown is charged with the following offenses:
These are the maximum charges available under the law based upon the evidence presented to date.
"My office takes these allegations seriously. Violence, the use of firearms to threaten innocent people, and putting children in danger will not be tolerated. We will work to ensure that those who commit violent crimes face the consequences of their actions," stated Macomb County Prosecutor Peter J. Lucido.
Magistrate Makoski set Phillips-Brown's bond at $750,000 cash/surety only, no ten percent option. If Phillips-Brown posts bond, he must wear a GPS steel cuff tether.
Phillips-Brown is scheduled to appear at a Probable Cause Conference before Judge Kathleen G. Galen at the 38th District Court on Tuesday, September 1, 2026, at 8:00 a.m.
