The ENTSO E Winter Outlook 2024 2025 has been published today

The ENTSO-E Winter Outlook 2024-2025 report highlights a strong adequacy outlook for the coming winter, with some electricity supply risks in particular areas. European TSOs continue to monitor the adequacy situation throughout the winter period.

The report highlights the overall positive adequacy situation in Europe for the coming winter. Some risks regarding electricity supply are identified in areas such as Ireland, Malta, Crete, and Cyprus. In the event of exceptionally adverse operational conditions combined with cold weather and high unplanned outages, Finland and Poland may face some additional risk which is already addressed by mitigating measures such as dedicated non-market resources.

The major trends show that electricity generation capacity, especially solar PV and wind, has further expanded while planned outage levels of thermal power plants are comparable to last winter. The electricity demand is projected to slightly decrease. The reservoir levels for hydropower are overall higher than average as a consequence from the high precipitation in Europe since early spring. These combined factors create favourable conditions for pan-European electricity generation adequacy.

The gas storage level is high compared to previous years, reaching 94% on 1 October 2024, which is 4% higher than the European target for Member States to reach 90% filling of storage facilities by 1 November of each year. This signals a strong European winter preparedness and increases further confidence in security of electricity supply.

Since March 2022, Ukraine and Moldova have been synchronised with the Continental European power system. The situation in Ukraine remains uncertain due to potential attacks on energy infrastructure, according to national experts.

The Winter Outlook is accompanied by a retrospect of last summer. No adequacy issues were recorded during summer 2024 despite warm temperatures encountered, with heatwaves recorded in some regions.
