RICHMOND - Virginia Department of Education announced today that Paula Duncan, a Powhatan High School social studies teacher, has been named the 2027 Region 1 Teacher of the Year-recognizing a dedication to student learning, academic excellence, and global engagement.

"Her extraordinary dedication, instructional excellence, commitment to lifelong learning, and leadership at every level make her a shining example of what it means to be Virginia's Region 1 Teacher of the Year."
Duncan teaches history and social science at Powhatan High School in Powhatan County Public Schools, where she is known for bringing historical events to life through engaging lessons, thoughtful discussions, and a strong emphasis on literacy and critical thinking. Her classroom encourages students to examine multiple perspectives, analyze primary sources, and connect past events to the world they live in today.
"Mrs. Paula Duncan's impact on Powhatan High School is both profound and far-reaching, built over three decades of exceptional teaching, leadership, and service," said Powhatan High School Principal, Mr. Michael Pierce. "Her ability to inspire students, mentor colleagues, and bring global perspectives into the classroom makes her an extraordinary educator and a true embodiment of the Regional Teacher of the Year."
A veteran educator, Duncan has spent her career helping students build an understanding of history while developing the research, reading, and analytical skills necessary for success beyond the classroom. Throughout her career, Duncan has traveled internationally and studied abroad as a Fulbright Teacher Scholar. She regularly integrates these experiences into her instruction, helping students broaden their understanding of global cultures and historical contexts.
"Mrs. Duncan sets a standard of teaching that inspires students every day through their passion, creativity, and dedication to learning," said Superintendent of Public Instruction, Jenna Conway."Her ability to connect history to students' lives while challenging them to think critically about the world around them reflects the very best of the teaching profession."
Duncan will represent Region 1, Central Virginia, in the statewide Virginia Teacher of the Year selection process.
