METI Shares Information on the Decommissioning of TEPCO’s Fukushima Daiichi Nuclear Power Station and Reconstruction of Fukushima at the 69th IAEA General Conference

From Monday, September 15, to Friday, September 19, the 69th General Conference of the International Atomic Energy Agency (IAEA) was held in Vienna, Austria. Mr. Kiuchi Minoru, Minister of State for Science and Technology Policy, attended as a representative of the Government of Japan and delivered a statement in the General Debate.

In conjunction with the conference, Ministry of Economy, Trade and Industry (METI) shared information on the current status of initiatives for the decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Station and the reconstruction of Fukushima through hosting a side event and participating in the Japan Booth exhibition.

1. Statement in the General Debate of the 69th IAEA General Conference

On Monday, September 15, the opening day of the General Conference, Mr. Kiuchi Minoru, Minister of State for Science and Technology Policy, attended as a representative of the Government of Japan and delivered a statement in the General Debate .

In his statement in the General Debate, State Minister Kiuchi provided information on the status of the decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Station, highlighting the following points.

  • The discharge of ALPS treated water into the sea have been conducted safely as planned, with the involvement of the IAEA
  • The safety of these discharges has been continuously confirmed through the IAEA's ongoing reviews as well as the robust monitoring with the enhanced participation of analytical laboratories and international experts, including those from neighboring countries
  • Significant progress has been made, including the trial retrieval of fuel debris, towards a safe and steady process of decommissioning

2. Side event on Decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Station and Reconstruction of Fukushima

Date and time 10:00 a.m. to 12:00 noon, Tuesday, September 16 Venue IAEA Headquarters Speakers from Japan Ministry of Economy, Trade and Industry (METI), Tokyo Electric Power Company Holdings (TEPCO), Nuclear Damage Compensation and Decommissioning Facilitation Corporation (NDF), and Ministry of the Environment (MOE) Speakers from the IAEA Department of Nuclear Safety and Security, and Department of Nuclear Energy

This event was held to share the progress made over 14 years since the Great East Japan Earthquake, highlighting how the decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Station and the reconstruction of Fukushima have been steadily advancing through regional and international cooperation. Presentations by METI, TEPCO, NDF, and MOE provided an overview of the progress on Fukushima's reconstruction, the current status of the decommissioning at the Fukushima Daiichi Nuclear Power Station, strategies for fuel debris retrieval, and initiatives for off-site environmental remediation.

The IAEA stated that its review of the discharge of ALPS treated water into the sea is being conducted in an independent, impartial, and transparent manner and in accordance with science-based and international safety standards, and that the safety of the discharge has been confirmed through this review.

3. Participation in the Japan Booth exhibition at the IAEA General Conference

To actively provide information to both domestic and international participants of the IAEA General Conference, Japan showcased content at the Japan Booth exhibition hosted by the Cabinet Office. The exhibition featured Japan's initiatives in formulating the 7th Strategic Energy Plan and developing advanced reactors based on the plan, as well as the progress in the decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Station.
