Choctaw Trail sidewalk installation (Middleburg) - Crews have plans to install a new five-foot-wide sidewalk along Choctaw Trail from Chief Ridaught Trail to Apalachicola Boulevard in Middleburg as part of the County's Community Development Block Grant program. The sidewalk will be approximately 2,000 feet long and include two ADA ramps. Drivers can anticipate daytime, single-lane closures and lane shifts once work begins. Work on the first section of this project is anticipated to begin on January 26 at Harrison Avenue and Logan Street and will take about 30 days to complete. The next section on Choctaw Trail will begin on February 27 and will take about 30 days to complete.

County Road 209 Riverside resurfacing (Green Cove Springs)- Crews anticipate beginning a milling and resurfacing project on County Road 209 Riverside from US 17 to Ivey Lane in late February to early March. Anticipate daytime, single-lane closures once work begins. The project could take up to 3 weeks to complete.

County Road 220 and Town Center Boulevard Resurfacing (Fleming Island) - Crews will begin resurfacing County Road 220 from U.S. 17 to Arena Road in early 2026. Drivers should expect nighttime lane closures and traffic shifts during construction. Work is anticipated to start the first week of February and could take up to three weeks to complete.

Doctors Lake Drive resurfacing (Fleming Island/ Orange Park) - Crews will begin a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue in early 2026. We will provide updated start dates as soon as plans are finalized.

East-West Parkway/County Road 220 Intersection Improvements (Fleming Island) - Construction is scheduled to begin in late January to early February 2026, on a project aimed at enhancing traffic flow and safety at the intersection of East-West Parkway and County Road 220. The improvements include extending the northbound through lane to the intersection, safety modifications to the right turn lane, updating pavement markings, and traffic signal upgrades. Work is expected to take up to 90 days to complete.

Old Jennings Road/ Long Bay Road new traffic signal and intersection improvements (Middleburg) - Crews will soon begin installing a new traffic signal and making intersection improvements at the intersection of Old Jennings Road and Long Bay Road in Middleburg. We'll update our community as the project moves forward.

Orange Park Northway Resurfacing (Orange Park) - Crews will begin milling and resurfacing on Orange Park Northway the week of January 26, 2026. The work will start at State Road 21 and extend east for approximately 2,000 feet to the Clay County line. Anticipate daytime, single-lane closures once work begins. The project is expected to take about one week to complete, weather permitting.

Ongoing County Projects

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. Drivers can expect single-lane closures and anticipate delays and weekend work. All work is estimated to be completed in Spring 2027. Please slow down and use caution around the crews working close to the roadway.

  • Nighttime road work notice: This project may involve nighttime construction activities to reduce daytime disruptions and complete the work faster. Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. We appreciate your understanding and patience during this time. Our team will make every effort to minimize inconvenience and complete the work as quickly and safely as possible.
  • Update January 13, 2026 - Traffic continues to flow on the north side of CR 209 east of the railroad tracks while crews install sub-base and base materials, storm drainage, curb, and sidewalk on the south side. Traffic patterns were recently adjusted, opening up the intersections at CR209 and CR315B, as well as the railroad tracks. A traffic shift west of the railroad tracks moved southbound vehicles onto new asphalt on CR 315B and CR 209.

County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, A & B (Lake Asbury) - Project 3A includes the completed operational improvements at the intersections of Oak Stream Drive and County Road 209 and Watkins Road and County Road 209, including sidewalk installation. Project 3B includes the widening and realignment of the east end of Sandridge Road (CR739B) with County Road 209B and operational improvements at the intersection of County Road 209 and County Road 209B. Motorists should expect a 25 mph low-speed zone and overnight single-lane closures from 5:30 PM to 5:30 AM in the work area. Please slow down and use caution around the crews working close to the roadway.

Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site.   • Project Update - January 15, 2026 (Project 3, Phase 3B: Connecting the east end of Project #4 on Sandridge Road through the roundabout to CR 209B)- Beginning January 15 at 6 pm, 24-hour construction will start at the traffic circle and surrounding areas on Russell Road and CR 209B. Anticipate lane closures and flagging operations for several days. Immediately following, crews will begin work on Russell Road. This second phase will involve 24-hour operations with flagmen and single-lane traffic for several days while roadway work is completed. The third phase will focus on the traffic circle and is anticipated to last approximately 60 days. Intermittent lane closures are expected during this phase, though specific schedules are not yet available. Motorists should expect delays and slow traffic throughout the project, and alternate routes are recommended when possible. Please use caution, as workers will be operating near active traffic.
  • Update December 11, 2025 (Project 3B) The entrance and exit lanes to the Anabelle Island subdivision off Sandridge Road will be closed for construction from January 19 - 26, 2026. All traffic will need to use the Russell Road entrance/exit.

County Road 218 Sidewalk Repair (Clay Hill/Middleburg) - Crews began repairing the County Road 218 sidewalk near Clay Hill Elementary School on January 6, 2026. Drivers should expect daytime lane and shoulder closures on westbound County Road 218 during construction for up to 30 days.

County Road 218, Bonded Transportation Program project #1 (Middleburg) - This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. The westbound temporary pavement will remain in place until the underground stormwater pipe and utility relocation work is complete. The speed limit is 25 mph throughout the work zone. Please slow down and respect the safety of our workers.

  • Update January 13, 2026- Work is underway on asphalt removal, drainage installation, pipe placement, and driveway demolition along the north side of County Road 218. The project schedule is currently under review for possible adjustments.

County Road 218/Spencer Industrial Drive intersection improvements/paving (Clay Hill) - Anticipate intermittent, daytime, single-lane closures with flaggers beginning Monday, June 16, on County Road 218 at Spencer Industrial Drive for intersection improvements and turn lane installation. Work could take up to 260 days to complete. Please slow down and drive with caution in the work area.

  • Update January 13, 2026- The Spencer Industrial Drive project remains on schedule. The first asphalt lift for all four lanes is complete, with CR 218 improvements scheduled for paving next month. The project is expected to be completed in early Spring 2026.

County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, 2025, which includes intersection improvements at Rideout Ferry Road. Phase 2 work, including a new four-lane bridge over Little Black Creek, began on January 20. Both phases are expected to be complete in late 2026. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process.

  • Update December 17, 2025- Beginning the second week of January, the eastbound right-turn lane on County Road 220 at Henley Road will be closed for construction for approximately 25 days. During this time, eastbound, northbound, and southbound traffic will be reduced to a single lane, and traffic signal timing will be adjusted to help manage traffic flow. Motorists should plan for delays and use alternate routes when possible. Starting January 19, phased paving will occur at the County Road 220/Henley Road intersection for approximately two weeks. All directions will remain open, but expect delays as traffic will be directed by flaggers. School crossings will continue as normal.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.

Evergreen Lane sidewalk installation (Lakeside/Middleburg) - Crews began installing new sidewalks near Doctor's Inlet Elementary School as part of the Safe Routes to School (SRTS) program the week of December 2. This community-supported initiative aims to enhance pedestrian and bicycle safety, making it easier and safer for students to walk or bike to school. The construction will start at Evergreen Lane and Knight Boxx Road, moving south along Lisa Dawn Drive, west on Mary Beth Drive, south on Rhonda Drive, east on Pinewood Boulevard North, and finally south on Pinewood Boulevard East, connecting with the existing sidewalk network. This new addition will enhance sidewalk connectivity and help ease school-related traffic congestion. Drivers should anticipate intermittent, daytime, single-lane closures and traffic shifts during construction.

Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished.

Jefferson Avenue closure (Orange Park) - In June the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted.

Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- This project includes the construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days.

  • Update January 13, 2025- The Live Oak Lane/Greenway Trail project remains on schedule. Roadway paving is complete to just north of the state forest parking area, and base material for the SUNTrail has been placed up to the FWC checkpoint. Final grading will begin once utility relocation is complete. Please observe the 25 mph speed limit on Live Oak Lane and drive safely.

Town Center Boulevard Drainage Improvements (Fleming Island) - Drainage improvements are underway just north of Cypress Glen Drive, where crews began replacing a failing 24-inch drainage pipe on January 5, 2026. The roadway is closed to all traffic between Covington Lane/Heritage Oaks Court and Cypress Glen Drive for the duration of the approximately 45-day project. Traffic impacts include daytime lane closures, traffic shifts, and sidewalk closures with a clearly marked detour; a temporary sidewalk is now in place. Work is coordinated with public safety and the school district to minimize impacts to emergency vehicles and school buses, and the Clay County Sheriff's Office will monitor traffic on U.S. 17. Motorists should follow posted detours and all traffic control signage.

Radar Road new construction (Fleming Island)- Crews began preliminary utility relocation work ahead of construction of the new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundabout, which is expected to begin in early 2026. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features.

  • Update January 13, 2026- The Radar Road project preliminary utility relocation is nearly complete, with Clay Electric poles moved out of the new roadway. Other utilities will shift overhead lines to the new poles in the coming weeks. The project contract is in its final stages, with a pre-construction meeting planned for the week of January 26, 2026.

Walburg Street closure (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.

Blanding Boulevard Intersection Improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on August 4. The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. No single lane closures on Blanding Boulevard and Wells Road will be allowed from 6 a.m. to 8 p.m. No double lane closures on Blanding Boulevard and Wells Road will be allowed from 5 a.m. to 10 p.m. The $8 million project is scheduled for completion in summer 2026, weather and unforeseen circumstances permitting.

  • Nighttime lane closures Sunday through Thursday from 8 p.m. to 6 a.m. for road work.
  • Update January 13, 2026- Work continues with signal pole installations and lane shifts underway. The project remains on schedule for completion in Summer 2026. The Orange Park Northway resurfacing project will begin the week of January 15, 2026, and is expected to take 4-5 days.

Orange Avenue (State Road 15/U.S. 17) at Haven Avenue (Green Cove Springs)- Nighttime lane closures Tuesday through Jan. 30 from 9 p.m. to 4 a.m. for road work.

U.S. 17 (State Road 15) from Oak Street to Black Creek Roadway Improvements (Green Cove Springs - FDOT began a $12.2 million roadway improvement and resurfacing project on U.S. 17 (State Road 15) from Oak Street to Black Creek in Green Cove Springs on Monday, September 29.

  • Nighttime lane closures Sunday through Thursday from 6:30 p.m. to 6 a.m. for road work.
  • Update January 13, 2026- Work has resumed on the Black Creek Bridge to Oak Street project, with milling and resurfacing underway on the southbound lane from CR 209 to just north of the Green Cove Springs city limits. Single-lane closures and nighttime delays are expected, as all lane-closure work will occur at night.

U.S. 301 at Whitley Steel Company /north of County Road 218 (Clay Hill) Daytime northbound lane closures Monday and Tuesday from 9 a.m. to 3 p.m. for roadside work.

First Coast Expressway (FCE) Work FDOT

FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in mid-2026.

  • State Road 16 at State Road 23 (Pier Station) - Nighttime lane closures Monday through Thursday from 7 p.m. to 6 a.m. for road work.
