City of Fort Worth officials shared promising results from the City's High ImpACT program during Tuesday's City Council work session, highlighting its success in addressing unsheltered homelessness and mental illness while announcing plans for expansion.
The High ImpACT program, launched in May 2024 as a 17-month pilot, targets the intersection of unsheltered homelessness and severe mental health illness in seven areas across Fort Worth. The initiative connects individuals to housing and wraparound care through a dedicated Assertive Community Treatment (ACT) Team composed of medical and psychiatric professionals.
The program is a partnership between the City of Fort Worth, My Health My Resources of Tarrant County (MHMR), Partnership Home (formerly the Tarrant County Homeless Coalition) and Acclaim Health. Referrals primarily came from neighborhood police officers (NPOs) based on the length of time an individual was unsheltered or exhibited signs of severe mental illness.
During the pilot period, which concluded Sept. 30, the program exceeded many of its performance goals:
Based on the pilot program's strong first-year outcomes, City Council voted in August to continue the High ImpACT as a full program and requested staff seek opportunities to expand the program to serve more individuals. Expansion efforts will include the addition of 30 Project 40 set-aside Housing Choice Vouchers from Fort Worth Housing Solutions (FWHS), allowing 30 more individuals in the seven targeted areas who are referred based on being unsheltered over two years and/or suspected of having severe mental illness to receive services and housing assistance over the next six to eight months.
To maintain the program's 1:10 caseworker ratio, the Fiscal Year 2026 budget includes funding for two additional team members. Homeless Strategies staff will continue collaborating with partners to secure further vouchers and funding to sustain and grow the initiative.
