The multi-year effort to replace the aging rail line along SW Adams Avenue is progressing steadily, with the second phase set to begin this summer.
Last year, the project saw the successful completion of the first section-stretching approximately 650 feet south from Washington Street. This initial phase provided valuable insights, including our commitment to enhancing public notifications about road closures on State Highways in Hillsboro to better prepare commuters and our community.
The second phase, scheduled to run from July 30 through August 7, 2025, will extend the rail replacement approximately 500 feet further south, from last year's endpoint down through the intersection at SW Oak Street (OR8). During this time, full lane closures will be in effect for the entire project duration to ensure safety and efficiency.
Key activities will include the removal of existing tracks by the railroad, construction of a solid base, installation of new tracks and concrete panels, and replacement of asphalt along the new rail alignment by the City-mirroring last year's scope of work.
Looking ahead, the crossing at 1st Avenue (Highway 219) is tentatively scheduled for repair August 11 through August 15, which will require a full closure of the highway in both directions. A detour plan will be implemented, and the City is coordinating closely with ODOT and the Railroad to provide timely updates to the community.
Funding for this phase comes from the Transportation Utility Fee (TUF) - PMP Maintenance Contracts, allocated in the City's 2025-27 budget, ensuring continued investment in maintaining and improving critical transportation infrastructure.
