Back to Index French Agency N° 61-2025: Media Invitation: ESA's Space for European Resilience conference 16 October 2025 Under the auspices of the Danish presidency of the Council of the EU and with the support of the European Commission, the European Space Agency (ESA) and the European Space Policy Institute (ESPI) organise the "Space for European Resilience: rising to the collective challenge" conference on 28 October in Brussels, Belgium. This high-level conference will bring together key decision-makers and thought leaders shaping Europe's strategic future. This event will feature high-level officials from the Member States and the European space ecosystem: speakers from National Space and Security Communities, the European Commission, the European Parliament, the European Space Agency, leading European defence institutions, and industry. In the context of the upcoming preparation of the Multiannual Financial Framework 2028-2034, and a month ahead of the 2025 ESA Council meeting at Ministerial level, this event will provide a key opportunity to present a broad European initiative towards better harnessing the dual-use potential of space for security from an institutional, industrial, capability and operational point of view. Recognising the urgent need to strengthen the European defence industrial base and close critical capability gaps, the European Space Agency (ESA) is advancing the "European Resilience from Space" (ERS) initiative. This effort aims to deliver advanced space-enabled ISR, navigation, and secure communications capabilities to support European actors in safeguarding Europe's citizens, critical infrastructure, supply chains, institutions, strategic interests, and core values. Under the ERS initiative, ESA, in close cooperation with the European Commission's Directorate General for Defence Industry and Space (DG DEFIS), and in response to Member States' demands, proposes this European Resilience from Space (ERS) programme.ESA's ERS proposal - to be submitted by the ESA Director General at the ESA Council Meeting at Ministerial level in Bremen on 26-27 November 2025 - constitutes the first programmatic pillar supporting the future Earth Observation Governmental Service (EOGS) of the EU, aiming at providing highly reactive, dual-use, independent space-based Earth Observation capabilities to deliver rapid, reliable, and secure data, products and services. ERS is a system of systems approach, including Earth Observation, secure communication and navigation capabilities. Considering the potential national, European, and commercial segments of the envisioned architecture, this approach will require significant programmatic and institutional coordination among the European Commission, ESA, and Member States alike.
