Turner Promoted to Assistant City Manager

The City of Key West announced this week the appointment of Michael Turner to the role of Assistant City Manager, a promotion from his position as Deputy Director of Community Services.

Turner brings over 13 years of hands-on experience with City operations and has worked across multiple departments, including Finance, Utilities, and Community Services. He is known for his practical approach and steady leadership.

Turner began his city career in 2012 as Utility Collections Manager, where he led key initiatives to move sewer billing to the water bill and shift solid waste and stormwater fees to the property tax roll. He later served as Interim Utility Director during a transitional period, helping maintain stability and continuity in the department.

In 2014, he joined the Finance Department as Revenue Manager, overseeing all incoming City payments and helping improve internal processes. Since 2015, Turner has played a central role in Community Services, most recently as Deputy Director. He managed several critical divisions in that position, including public facilities, parks and recreation, fleet, public works, and the Historic Cemetery.

Turner also has extensive experience coordinating City operations before, during, and after hurricanes and other major weather events. His calm, methodical approach has helped keep essential services running and supported recovery efforts during some of the City's most challenging times.

Originally from Palm Harbor, Florida, Turner holds a degree in Business Administration from the University of Florida and has lived in Key West for over twenty years. His strong working knowledge of City systems, steady leadership, and approachable style have made him a well-liked, reliable, and trusted presence across departments, helping to keep operations running smoothly and playing a key role in advancing the City's work on behalf of residents and visitors alike.

Todd Stoughton stepped down from the Assistant City Manager in July. He will continue serving the City as Intergovernmental and Legislative Affairs Liaison.
