At Delmarva Power, we are committed to keeping energy safe, reliable, affordable, and accessible for our customers. Protecting customers from unfair or misleading practices is an important part of that commitment, particularly as families continue to face economic pressures and rising energy costs.
Governor Meyer recently vetoed House Bill 393, legislation that received bipartisan support and was intended to counteract predatory energy supply marketing and strengthen consumer protections for Delaware customers. The bill sought to curb aggressive retail electricity supplier practices and provide additional safeguards, particularly for residential customers who may be more vulnerable to misleading or predatory marketing tactics. The bill also strengthened the Delaware Public Service Commission's oversight of retail electricity suppliers.
Delmarva Power was supportive of this legislation because we believe customers should have access to clear information and strong protections when making energy choices. This veto represents a decision not to advance reasonable consumer safeguards that would have helped increase transparency and accountability for retail suppliers serving Delaware customers.
It is also important to note that retail suppliers and Delmarva Power serve different roles within Delaware's electric market. Retail suppliers compete only to sell electricity supply, and Delmarva Power passes those charges through without earning a profit. Consumer protection measures do not make Delmarva Power more of a monopoly because retail suppliers do not compete with Delmarva Power's regulated utility business.
