Montpelier, Vt. - Governor Phil Scott and the Agency of Commerce and Community Development (ACCD) today announced $4,243,069 in Community Development Block Grant - Disaster Recovery (CDBG-DR) funding for the City of Barre, marking the third and final round of awards to support recovery from the July 2023 floods.
The North End Buyouts and Housing project will convert Wobby Park into a housing development consisting of 17 townhomes. The project also includes three buyouts, consisting of two commercial properties and one residential property in the city's North End. The buyout sites will be converted into greenspace and will serve as the new site for the relocated Wobby Park.
In total, $67,845,000 in CDBG-DR funding was awarded to 28 projects in response to the July 2023 floods.
"When floodwater devastated Barre, especially here in the North End, it was clear rebuilding in the same place didn't make any sense because as we all know, it's going to flood again," said Governor Phil Scott. "This funding will help redevelop the north End so we can keep homes in the area while mitigating the risk of future flooding."
This announcement follows the December 2025 announcement of nearly $50 million in first-round grants to Vermont communities and the April 2026 announcement of $10.2 million in second-round awards.
CDBG-DR was part of the American Relief Act 2025, passed by Congress in December of 2024. The program is funded through the U.S. Department of Housing and Urban Development (HUD) and administered by the Vermont Community Development Program at ACCD. The funds benefit communities most impacted by the floods in regions designated by HUD in consultation with state officials. The designated Most Impacted and Distressed areas include Lamoille, Washington, Caledonia, Orleans, Rutland, Windham, and Windsor counties.
