Councilor Angelita Morillo Secures $3.3 Million Victory for Community Safety and Data Privacy Programs

In a big win for Portland residents, the City Council approved important budget changes led by Councilor Angelita Morillo, securing $2.5 million for community safety and youth programs and $800,000 for a City Data and Privacy Office. The data privacy office was approved unanimously yesterday.

"The amendments I proposed put Portlanders first, "said Councilor Angelita Morillo. "Residents spoke up for programs that prevent harm, support youth, and protect vulnerable communities - and City Council listened."

Restoring Critical Community Programs: $2.5 Million

The Morillo 1 amendment restores $2.5 million to programs facing proposed cuts, including:

  • Project Ceasefire and Office of Violence Prevention: Community-based violence interruption and prevention.
  • Portland Street Response: Unarmed behavioral health crisis response
  • CHAT (Community Health Assess and Treat): Connecting medically vulnerable and unsheltered residents to care.
  • Summer Free for All: Safe summer programming for youth

Funding comes from reallocating resources previously set aside for expanded elected official protection services, demonstrating a clear priority for public-facing community programs over internal security.

Strengthening Citywide Data Governance: $800,000 - Unanimous Approval

Novick-Morillo's 1st Amendment provides $800,000 to complete the City Data and Privacy Office, which will help coordinate data management, privacy protections, and cybersecurity across the city. This funding supports citywide leadership on:

  • Data governance and privacy protections
  • Cybersecurity coordination across bureaus
  • Responsible management of sensitive public information

"The office ensures that Portland can manage sensitive information responsibly while protecting residents' privacy, "Morillo said. "I'm proud this passed unanimously - every Council member agreed that data governance is essential to accountable government."

Councilor Morillo credited Portlanders, frontline workers, labor unions, and community advocates for helping drive these victories.

"People testified, organized, and showed up," she said. "Together, we proved that budgets are moral documents - and Portlanders demanded a budget that invests in people and public services. I am proud to lead this effort on behalf of all Portlanders.
