Bellflower Adopts 2025-2027 Strategic Plan to Guide the City’s Future

The Bellflower City Council has formally adopted a Strategic Plan to guide the City's operations, investments and priorities in the years ahead.

A strategic plan is a high-level roadmap outlining the City's long-term vision, goals and priorities. The plan serves as a guide for decision-making, resource allocation and the development of programs and initiatives. The development of the plan reflects input from the community, City Council and staff and provides a framework to ensure coordinated progress towards the City's mission: "To protect and enrich the quality of life, to make Bellflower an excellent place to live, work and play."

Over the coming years, the City's efforts will drive toward the following primary goal areas (not in any particular order) that reflect the community's values and aspirations:

Goal 1: Enhance Public Safety- Bellflower will be a safe and secure City.
We are strengthening partnerships with law enforcement, expanding outreach, and investing in facilities, education, and services that address crime, emergency readiness, and homelessness.

Goal 2: Increase Public Outreach, Education and Connection- Bellflower will be an open and connected City that tells its story.
We are improving how we communicate with residents and businesses, expanding access to information, and building stronger community partnerships.

Goal 3: Continue Investing in a High-Performing and Efficient Team at City Hall- Bellflower will be a City that wisely invests in its future and builds on its strengths.
We are training our workforce, improving technology and systems, and modernizing operations to deliver high-quality public service.

Goal 4: Improve Quality of Life and Visual Appeal- Bellflower will be a City that demands high performance and excellence and sets a model for other communities.
We are upgrading parks, improving property standards, expanding events, and enhancing maintenance and public spaces across the city.

Goal 5: Strengthen Economic Development- Bellflower will be a City that supports and attracts high-quality development and economic opportunity.
We are investing in local businesses, planning for long-term growth, and preparing key sites for redevelopment and community benefit.

These goals provide a foundation for the Bellflower 2025-2027 Strategic Plan. City departments have identified a series of targeted projects and initiatives to bring these goals to life, ensuring measurable progress and accountability over time.
