The Ministry for Foreign Affairs has opened a call for applications for project support available for Finnish civil society organisations (CSOs). The call is open from 16 January to 27 February. Applications can be submitted for discretionary government grants for development cooperation projects in 2027-2030. The grant is awarded from the development cooperation appropriations for Finnish CSOs' development cooperation.

Project support for Finnish CSOs is part of the implementation of Finland's development policy and contributes to achieving Finland's foreign and security policy objectives. CSOs' development cooperation projects increase the diversity and effectiveness of Finland's development cooperation. With project support, Finnish CSOs and their partners strengthen civil society actors in developing countries and support the civic space, democratic development and an enabling environment for civil societies.

The call for applications is open from 16 January to 27 February 2026. Grants are applied through the central government's common Applyforgrants.fi service. A notice for the call for applications, including the assessment criteria, the standard terms and conditions and application instructions, are available on the service website. For technical instructions on how to use the service, please visit the State Treasury's website.

Applications for discretionary government grants will be assessed based on minimum requirements, qualitative criteria and a holistic consideration of each application and the call for applications. The Ministry for Foreign Affairs is not obliged to award a government grant to all applicants or to award a grant equal to the amount indicated by an applicant. A maximum appropriation of EUR 25 million for 2027-2030 is planned for the call.

Applicants may submit questions about the call to the Unit for Civil Society until 26 January 2026 by sending email to [email protected]. The Ministry for Foreign Affairs will publish the responses on its website for project support by 5 February 2026.
