Denver Celebrates Groundbreaking of Creekside Flats

The Denver Department of Housing Stability (HOST) joined Archway Investment Corporation, the Urban Land Conservancy (ULC), and regional partners to celebrate the groundbreaking of Creekside Flats, a new 150-unit, transit-oriented affordable housing community at the Sheridan light rail station.

The redevelopment marks a major investment in preserving and expanding long-term affordability in west Denver. Creekside Flats replaces the former 62-unit Jody Apartments, which had served as affordable housing for decades but had fallen into disrepair. Archway acquired the property in 2023, relocated all 50 residents, and demolished the aging structure to make way for a modern, family-focused community that more than doubles the number of affordable homes on the site. HOST is supporting the project with $7.5 million in gap financing, ensuring the redevelopment remains accessible to Denver residents for generations to come.

Creekside Flats will offer one-, two-, and three-bedroom apartments affordable to households earning between 30% and 80% of the area median income (AMI). More than half of the homes will be two- and three-bedroom units, addressing the city's critical need for affordable family housing. A 60-year affordability covenant will be recorded on the property, and ULC will maintain the land in its community land trust ensuring the property remains a community asset long into the future. Through a partnership with the City and County of Denver, Jefferson County also contributed ten million dollars of Private Activity Bonds to support project financing.

"Cost of living concerns don't begin and end at the county line," said Mayor Mike Johnston. "I'm proud to partner with Jefferson County to ensure working families have access to high-quality, transit-connected housing at a price they can afford."

Designed with Trauma-Informed Design principles, Creekside Flats will support the well-being of residents through open unit layouts, flexible community spaces, a community kitchen, dedicated kids programming areas, mental health programming space, and an outdoor courtyard and playground. The development's transit-oriented location will be further supported by resident EcoPasses, as well as ample bike storage and repair stations.

All units will be "visitable," with 16 homes fully accessible for mobility impairments and 8 homes accessible for sensory impairments. While not a permanent supportive housing development, Archway will provide a robust suite of resident services, including health and wellness programs, mental health support through a partnership with Ardent Grove, childcare and youth programming, financial literacy programs, and community-building activities. Archway has also partnered with Urban Peak to provide access to units for youth who have experienced homelessness.

The development is one of many affordable housing efforts currently supported by HOST. Across the city, 1,141 affordable units with city financing are under construction or undergoing preservation at 15 sites, with an additional 555 affordable homes in the planning stage and expected to break ground within the next year.
