USDA Names Trump Administration Appointees to the Kansas Farm Service Agency State Committee

Manhattan, Kansas - Jan. 14, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Kansas USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Kansas are:

Daniel Atkisson, Chair (Stockton) - Atkisson owner/operator of a crop and livestock operation producing wheat, sorghum, corn, forage, and registered/commercial Angus cattle in Rooks and Graham Counties. He is the former chairman of the National Sorghum Producers where he led federal policy engagement and industry strategy.

Kathryn Claiborne, Member (Fredonia) - Claiborne is co-owner of an agricultural operation producing wheat, corn, soybeans, hay, and includes a cow/calf herd in Wilson and Woodson Counties. She has served as vice chair for the Wilson/Woodson FSA county committee.

Kraig Froetschner, Member (Larned) - Froetschner is owner/operator of a diversified operation comprised of a 700-head cow/calf herd, backgrounding yard, and crop production operation including wheat, corn, soybeans, and sorghum. He has served as president for the Pawnee County Cooperative Board; and past president for the Pawnee County Fair Board

Tyler Hands, Member (Garden City) - Hands is a fifth-generation farmer and owner/operator of a diversified irrigated and dryland crop operation. He oversees daily farm activities, planning, marketing, budgeting, financial reporting, and long-term operational strategy.

Clayton Janicke, Member (Bird City) - Janicke is owner/operator of a farming operation producing alfalfa, corn, wheat, and sorghum in Cheyenne County. He is a former petroleum engineer who returned to manage the family farm and to expand forage operations.

"These individuals, selected by Secretary Rollins in partnership with key stakeholders in each state, are held in high regard in the agriculture industry and are entrusted to ensure FSA programs are delivered in a manner consistent with federal farm policy and in the best interest of all agricultural producers in their state," said FSA Administrator Bill Beam. "Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump's America First, Farmers First policies."
