A meeting of the working group of the Interparliamentary Assembly of the CIS on the development of a draft Glossaryof Terms and Concepts used in the preparation of legislative acts in the field of state buildingand local self-government took place in St. Petersburg.
The event was chaired bymember of the Committee of the Federation Council of the Federal Assembly of Russia on Constitutional Legislation and State Building, and head of the working group Natalya Kuvshinova.
Parliamentarians and experts from Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, and representatives of the CIS Executive Committee participated in the discussion.
The draft relies on both model legislation from the IPA CIS and national legislation from Commonwealth countries, as well as glossaries from CIS states on terminology in the field of constitutional law.
It was noted that in working on the project, attention should be paid to analysing the use of terms and concepts in the source documents and to developing recommendations to the relevant Permanent Comission on the need to amend adopted model legislative acts, and in some cases, to prepare new versions of them.
Members of the working group considered more than three hundred terms and concepts. Approximately 15 of them were sent for further expert review.
Work on the harmonisation of legal approaches continues. Interim results will be presented in May 2025.
