EEA Joint Committee incorporates Carbon Border Adjustment Mechanism, along with legal acts on energy and statistics

On 25 September, the EEA Joint Committee adopted 55 Joint Committee Decisions, incorporating 89 legal acts into the EEA Agreement.

Speaking as Joint Committee President, Liechtenstein Ambassador Pascal Schafhauser welcomed participants back to EFTA House and thanked the EU for the good cooperation over the summer on the adoption of Regulation (EU) 2026/1434 on marine equipment standards and Decision (EU) 2026/1862 on the Emissions Trading System cross-sectoral correction factor.

Ambassador Schafhauser highlighted the good progress made in the fields of energy and statistics, where several important acts were being incorporated into the EEA Agreement.

The President also highlighted the landmark adoption of Regulation (EU) 2023/956 establishing the Carbon Border Adjustment Mechanism, which addresses carbon leakage and encourages cleaner industrial production by ensuring that the price of imports reflects their embedded carbon emissions. By extending this key element of Europe's climate policy framework across the EEA, the EU and EEA EFTA States strengthen their common efforts to combine decarbonisation, competitiveness and a level playing field for industry.

Ambassador Schafhauser thanked the EU side for the excellent cooperation on this key file, one of the most complex files incorporated into the EEA Agreement in recent years.

During the meeting, Norwegian Ambassador Anders H. Eide also provided an update on the ongoing Norwegian project to improve national management and coordination of the EEA Agreement.

The next EEA Joint Committee meeting will be held at EFTA House on 23 October 2026.
