Minimum Training for Security Officers: Postponed Implementation

Minimum Training for Security Officers: The "Recognized Security Training Program" Requirement

The Minimum Training for Security Officers law, Philadelphia Code Chapter 9-6800, establishes training requirements for the employment of certain security officers in Philadelphia. The law requires the City to establish criteria and an application process for applicants who wish to be designated by the City as "Recognized Security Training Programs." The City is currently developing these criteria and process, but will not have them established by the effective date of the law, March 1, 2026. Once completed, the City will open the application process through public notice.

Until the City designates at least one "Recognized Security Training Program," however, there cannot be enforcement of the law, as no business employing security officers or contracting for such services can utilize security guards trained per the specifications of the law. Further along in the process, the City will provide dates for when it expects businesses affected by the law to come into compliance.
