NOTICE OF PUBLIC HEARING BEFORE THE SAN RAFAEL PLANNING COMMISSION
Date:May 13, 2025
Time:7:00 p.m.
Location:City Council Chambers, City Hall, 1400 Fifth Avenue, San Rafael, CA 94901
The San Rafael Planning Commissionwill hold a public hearing to consider a proposed new residential development at 930 Irwin Street, located at the southeast corner of 4th Street and Irwin Street.
Project Overview
The project proposes to demolish three existing commercial buildings and construct a new 8-story, 88-foot tall residential buildingwith 210 units. The site consists of three contiguous lots totaling approximately 40,200 square feet, which would be merged into one parcel.
The project includes:
- 210 residential units(44 studios, 70 one-bedrooms, 67 two-bedrooms, and 29 three-bedrooms)
- 18 deed-restricted below-market-rate unitsaffordable to low-income households
- On-site amenities: fitness center, game room, yoga room, coworking space, pool deck, community room, rooftop terrace, and private patios
- Underground parking and streetscape improvements

- Major Environmental and Design Review Permit

(Per San Rafael Municipal Code Sections 14.25.020 and 14.25.040)
Hearing Purpose
The Planning Commission will consider approval of the Environmental and Design Review Permit and Lot Merger. The hearing will include presentations from City staff and the applicant, public comment, and Commission deliberation.
