Gautier Steel Awarded Nearly $1.9 Million Rise PA Grant to Modernize Johnstown Mill

Gautier Steel Awarded Nearly $1.9 Million Rise PA Grant to Modernize Johnstown Mill

September 23, 2026

Gautier Steel Holdings Inc. ("Gautier", or the "Company"), an employee-owned manufacturer and portfolio company of Mosaic Capital Partners LLC ("Mosaic"), has been awarded a $1,886,529 grant through the Commonwealth of Pennsylvania's Reducing Industrial Sector Emissions in Pennsylvania ("RISE PA") program. The award was announced this week at the Company's Johnstown, PA facility by Governor Josh Shapiro and Pennsylvania Department of Environmental Protection Secretary Jessica Shirley as part of a broader $267 million investment in 31 manufacturing projects across the Commonwealth. Gautier will use the funding to modernize the reheat furnace at the head of its 14-inch bar mill production line.

"This project is part of a continued commitment by Gautier Steel and the Commonwealth of Pennsylvania to ensure we maintain our position as a sustainable and growing employer in the Johnstown area and remain a viable supplier to our customers for years to come", said Dale Gray, President and CEO of Gautier. "It is thoughtful programs like RISE PA that are helping to bridge the gap between industrial manufacturing and environmental awareness and sustainability. We are grateful to all of our partners who helped to develop the scope of work of this project as well as those that have supported it along the way."

The upgraded furnace will burn hotter using fewer burners and less fuel, reducing an estimated 7,800 metric tons of carbon dioxide equivalent in its first year of operation while lowering the Company's energy costs. The project is also expected to generate construction work at the mill and to support the roughly 100 people Gautier employs in Johnstown today, including 75 steelworkers represented by United Steelworkers Local 2632.

"Pennsylvania remains on the cutting edge of steelmaking and this company is leading the way", remarked Governor Shapiro at the announcement, "making the steel that will be used in our energy and our transportation sectors and doing it while reducing pollution and lowering overall energy costs."

Gautier has been part of the Johnstown Valley's steelmaking heritage since its founding in 1852 by Josiah H. Gautier. The Company's 14-inch bar mill, installed in 1926, celebrates its 100th anniversary this year. Gautier became employee-owned in 2023 through an ESOP transaction led by Mosaic.

"This is exactly the kind of investment we hoped to see when the employees took ownership of Gautier", noted Joe Strycharz, who leads the transaction for Mosaic along with Brett Findlay. "A cleaner, more efficient mill means a more competitive Company, and because Gautier is employee-owned, the people of Johnstown who make the steel share directly in that success."

The ESOP provides a substantial retirement benefit to all eligible, full-time employees. Research shows that companies with an ESOP tend to be environmentally conscious, experience less voluntary turnover, and perform better in times of economic downturn.
