New City Attorney Positions, Including New Code Prosecutor, Proposed in 2026 Budget
(BINGHAMTON, N.Y.)-Mayor Jared M. Kraham on Thursday outlined plans to add three new positions to the City attorney's office to expand prosecution of repeat Code offenders and problem property owners.
Mayor Kraham said: "My administration has changed the way the City is fighting for our neighborhoods-adding resources to hold bad actors accountable and address unsafe housing conditions, persistent blight and nuisance properties. The code prosecutor position I created shortly after taking office has delivered huge wins for neighborhoods. These new positions will build on that work, improving the speed and impact of the City's code enforcement cases and bringing slumlords to justice."
Mayor Kraham's 2026 Budget adds a new code prosecutor to focus on serious housing cases and creates a new City attorney position to support the Police Department and Fire Department on public safety matters, including those related to vacant and nuisance properties.
It also adds a paralegal position to provide legal administrative support.
Mayor Kraham created the City's first dedicated code prosecutor in 2022. Under the new approach, the City has prosecuted code cases in both City court and New York State Supreme Court, secured fines and compliance from property owners, and arrested out-of-town landlords to enforce court warrants.
The second code prosecutor position will expand that work in 2026.
The dedicated public safety attorney will assist the Police Department and Fire Department in navigating the legal side of public safety issues. The attorney will coordinate with the Fire Marshal's Office on vacant and condemned properties, lead nuisance property cases under the City's Lockdown Law, and work with neighborhood groups to combat problem properties and keep residents informed.
