Defendant Sentenced for Sexual Battery of Institutionalized Victim

On December 4, 2025, the Honorable Michael Sweet sentenced Arthur Apgar to 5 years in state prison. On October 22, 2025, Apgar pled to four felony counts of sexual battery on an institutionalized victim.

In August 2024, the victim was unconscious, on hospice care and living in an elder care facility. The victim had previously fallen in the facility, so her son had installed a camera. Apgar was a chaplain working for a hospice service and had visited the victim to pray and sing with her. Apgar was seen on camera sexually assaulting the victim. The victim passed away four days later.
