Understanding exempt party activity

State and local party committees may take advantage of certain exemptions for activities that benefit candidates, but do not result in contributions or expenditures, provided specific rules are followed. Exempt party activities allow state and local parties to spend unlimited amounts on slate cards, sample ballots and campaign materials without having to report the activity as a contribution or expenditure.
