On the evening of June 15, 2025, the Portland Police Bureau (PPB) provided a visible presence in the South Waterfront Neighborhood where demonstrators have been gathering outside of the ICE building. As a reminder, the Portland Police Bureau does not engage in immigration enforcement as outlined in PPB Directive 810.10, but are still responsible for maintaining public safety and enforcing state laws.
PPB's resources, managed by an Incident Command Team, included but were not limited to Dialogue Liaison Officers, Rapid Response Team, Mobile Field Forces, Sound Truck, Air Support Unit, and partners.
The situation was calm until approximately 11:00 p.m. when PPB observed individuals throwing objects at the federal facility and personnel. PPB moved in and made targeted arrests resulting in four custodies.

One of the individuals arrested reported arm pain and was transported to the hospital for evaluation.
PPB members continue to conduct follow-up investigations into criminal activity on previous nights and forward cases to the Multnomah County District Attorney for prosecution when feasible. As a reminder, just because arrests are not made at the scene, when tensions are high, that does not mean that people are not being charged with crimes later.
