Grover Beach City Council Appoints Jules Tuggle to District 2 City Council

On Jan. 13, the Grover Beach City Council appointed Jules Tuggle to the District 2 City Council seat. Tuggle was appointed following an open application process to fill former Councilmember Dan Rushing's vacant seat. She will serve Rushing's unexpired term through December 2026.

"We are thrilled to welcome Jules Tuggle to the City Council and look forward to collaborating with her to advance the vision and priorities of Grover Beach," said Grover Beach Mayor Kassi Dee. "Jules has extensive experience in education, public policy and local government, making her an outstanding choice to join the Council. We also want to thank the other applicants for their interest and dedication to serving our community."

Tuggle brings over 20 years of diverse professional experience in public policy, education and community engagement. Her career includes serving as a Legislative Assistant for the Fresno County Board of Supervisors, advancing key county priorities through policy analysis and advocacy. She also spent 12 years as a faculty member in political science at State Center Community College District, in addition to roles as a teacher in the Clovis Unified School District and St. Joseph High School in Santa Maria. Tuggle showed commitment to student success by helping create a more equitable learning environment to improve student outcomes.

Tuggle now resides in Grover Beach with her family, and she currently works as a real estate agent at Andrews & Associates in Shell Beach. She and her family moved to the area when her husband was appointed as Fire Chief of San Luis Obispo. Both are Cal Poly graduates.

"Grover Beach is a vibrant, close-knit community, and I'm committed to working with my fellow Council members, city staff, and residents to build on the progress we've made and ensure a bright future for everyone who calls this city home."

Tuggle was appointed unanimously on Jan. 13 after a series of applicant interviews during an open meeting session. On Dec. 9, 2024, the City Council certified the results of the November 5 municipal election, including the successful recall of former District 2 Councilmember Rushing. The Council decided to fill the vacant District 2 seat through appointment, consistent with their previous approach to filling Council vacancies.
