WNC & Associates, Inc. Applauds Historic Enactment of 21st Century ROAD to Housing Act

IRVINE, Calif. July 13, 2026 - WNC & Associates, Inc. today applauded the enactment of the 21st Century ROAD to Housing Act, landmark bipartisan legislation that strengthens the public-private partnerships driving affordable housing investment, modernizes federal housing policy, and equips communities with stronger tools to expand and preserve affordable housing.

"The 21st Century ROAD to Housing Act is the most significant bipartisan housing policy package to become law in decades and is a big step toward making housing a priority in the United States," said Will Cooper Jr., CEO of WNC & Associates, Inc. and president and co-founder of the Cooper Housing Institute (CHI). "We don't have a housing crisis in this country, we have a housing policy crisis. This bill is a reversal of that trend, but there is still much more to do."

A key provision of the new law improves the Housing Choice Voucher program by reducing administrative barriers for families, housing providers, and public housing agencies. These reforms are consistent with recommendations from Improving Utilization in the Housing Choice Voucher Program, a report funded by CHI and jointly released last year by RAND and the Terner Center for Housing Innovation.
